Bids must be delivered to the address below on or before 10:00 AM, November 23, 2026 (local time).7 - All Bids must be accompanied by a: Bid Security of VND 26,500,000,000 or US$ 1,000,000 ;[ii] A full soft copy of the Bidding Document (including all text and drawings) will be downloadable by bidders via emails or online sharing upon PMU-MW's receipt of fee for bidding document. 3Eligibility and required documents

- Business registration certificate (or equivalent for a foreign company)
- Valid tax clearance certificate
- Social security compliance certificate
- References for similar contracts and completion certificates
- Financial statements or turnover for recent years (works and large contracts)
- Bid security or bid-securing declaration, if required
- Signed bid forms and power of attorney of the signatory
Open to firms and consultants from eligible countries under the World Bank Procurement Regulations. Firms debarred by the World Bank are excluded.
