For a World Bank-financed project, the buyer is the country's public agency (ministry, project implementation unit). The documents are obtained from the address in the notice, often on a simple written request by e-mail, sometimes against a non-refundable fee.

• O prazo de validade das Propostas será de 120 dias e devem ser entregues, no endereço abaixo indicado, até as 10:00 horas do dia 12 de Novembro de 2026 . Não será permitida a recepção electrónica da proposta. As propostas atrasadas serão rejeitadas. Não será aceite o envio electrónico das propostas.Bids are submitted at the notice address (sealed envelope) or online if the notice allows it, before the deadline. Late bids are rejected.
3Eligibility and required documents
• O Instituto Nacional de Estatística (INE), por meio do PRESADC, convida a todos os Concorrentes elegíveis e qualificados a apresentar Propostas seladas para Serviços de Contratação de Serviços de Transporte de Materiais e EquipamentosDocuments usually requested (check the tender documents)
- Business registration certificate (or equivalent for a foreign company)
- Valid tax clearance certificate
- Social security compliance certificate
- References for similar contracts and completion certificates
- Financial statements or turnover for recent years (works and large contracts)
- Bid security or bid-securing declaration, if required
- Signed bid forms and power of attorney of the signatory
Open to firms and consultants from eligible countries under the World Bank Procurement Regulations. Firms debarred by the World Bank are excluded.

Requests for clarification are made in writing to the notice address, within the period set in the bidding documents (data sheet). Answers are sent to everyone who obtained the documents.
